A proposal to change the rules of the referendum


no longer a minimum number of voters, but a minimum number of SI

Technically today the referendum requires a minimum threshold of voting, the quorum of 50% plus one of those law.
One way to ensure both a minimum number of valid votes, and most likely would be to make the referendum valid if it reaches the minimum threshold of 30% of positive votes. That would mean that if only 40% of those eligible went to vote but only a small percentage of them voted no to the referendum would be valid, and no abstentions could be regarded as voters but as disinterested parties.

Examples:
31% of those eligible is in favor 15% against and the rest abstain. Go to vote, 46% of those eligible and those who abstain are not for the no, but I do not care for. The referendum passed.

20% 15% in favor of claimants against the rest abstentions. Result: The referendum does not pass, too few are favorable.

30% favorable 33% of those entitled to the contrary, the rest abstained. Vince no, the referendum does not pass.

The objectives are twofold: to let the referendum to express complex people who know the issues, leaving those who have not sufficient information, the freedom to refrain, not make their vote no, but just do not know, do you.
